MOSCOW: Russian and American diplomats have agreed on funding for their diplomatic missions and on continuing dialogue, as well as suggested restoring direct air links between the two countries during consultations held in Istanbul on Thursday, the Russian Foreign Ministry said in a statement on its website.

Funding, property, air travel

"Ways to overcome multiple `irritants’ inherited from previous US administrations were discussed in detail. Joint steps to ensure uninterrupted financing for the operation of the Russian and US diplomatic missions on a mutual basis and efforts toward creating the necessary conditions that would enable the diplomats to perform their duties have been coordinated," the statement reads.

The Russian Foreign Ministry specified that the sides touched upon "the issues related to Russia’s diplomatic property in the US in the context of returning to the Russian side six facilities, wrongfully expropriated in 2016-2018." "The need for practical results meant to foster conditions to restore bilateral relations in the interest of the people of our countries was particularly emphasized," the statement noted.

"Specifically, it was proposed to the US side to consider the possibility of restoring direct air service," the Russian Foreign Ministry said.

Substantive dialogue

The Russian Foreign Ministry has assessed the consultations as "substantive and professional." The meeting’s participants have agreed to "continue dialogue via this channel."

The February 27 consultations in Istanbul were held in an expert format between the Russian Foreign Ministry’s North Atlantic Department Director Alexander Darchiev and Sonata Coulter, Deputy Assistant Secretary of State for Russia and Central Europe. The meeting was devoted to the normalization of operations of both countries’ diplomatic missions based on recent bilateral interactions at the high and highest levels.

Prior to consultations

Dialogue between Russia and the US resumed on February 12, when Russian President Vladimir Putin and his US counterpart Donald Trump had a phone conversation for about 1.5 hours. Less than a week later, on February 18, the high-ranking Russian and US delegations met in Riyadh, Saudi Arabia.

Russian Foreign Minister Sergey Lavrov described the conversation as very productive and said that Russia and the United States had agreed to ensure the appointment of ambassadors in both capitals as soon as possible.

In turn, US Secretary of State Marco Rubio noted that Russia and the US had agreed to restore their embassies in Moscow and Washington to previous staffing levels.

The Istanbul consultations were preceded by two preliminary technical interactions.

The reduction in embassy staff in both countries began after 2014, when Washington adopted a policy of "systemic containment" toward Russia.

In 2017, the Russian Consulate General in San Francisco, the trade mission in Washington (both state-owned) and its branch in New York (rented premises) were closed due to anti-Russian sanctions. In 2018, Washington announced the closure of the Russian Consulate General in Seattle (rented premises), as well as the residence of the Consul General (diplomatic property). Russia reacted to the seizure of diplomatic property as an openly hostile act and called on the United States to immediately return these facilities.

In February 2022, the US increased sanctions pressure on Russia, including the suspension of air service between the two countries.
